“इंडस रिफॉर्म्स इंफ्रास्ट्रक्चर प्रोवाइडर्स एसोसिएशन” के छद्म नाम से पंजीकृत, मगर “इंडियन रेलवे इंफ्रास्ट्रक्चर प्रोवाइडर्स एसोसिएशन” के नाम से प्रचारित इस संस्था के कुछ पदाधिकारियों द्वारा जब-तब रेल अधिकारियों पर अनर्गल आरोप लगाए जाते हैं, उनके खिलाफ प्रेस में बयान दिए जाते हैं, इनकी नियम विरुद्ध बात नहीं मानने अथवा टेंडर रद्द न करने पर ये अधिकारियों पर रिश्वत माँगने के आरोप लगाते हैं, रेल भवन और जोनल मुख्यालयों के कुछ बड़े अधिकारी इनसे मेलजोल रखते हैं, इनके साथ व्यक्तिगत मीटिंग करते हैं, जिसका रौब और धौंस ये नीचे के अधिकारियों पर जमाते हैं, इससे नीचे के अधिकारी इनके दबाव में रहते हैं। यह कहना है कई वरिष्ठ इंजीनियरिंग अधिकारियों का!

रेल अधिकारियों को गंभीरता से देखना चाहिए कि IRIPA द्वारा लगाए गए आरोप कुछ रेल अधिकारियों की ईमानदारी और गरिमा पर गंभीर हमले की तरह हैं।

IRIPA की पत्रिका “निर्माण सूत्र” का कहना है कि #IRIPA सदस्यों को समय पर रिश्वत देकर टेंडर मिल रहे हैं, क्या यह तर्कसंगत है?

IRIPA पत्रिका का ही कहना है कि किसी भी कार्य को समाप्त/निलंबित करने के बाद भी अधिकारी फिर से कमीशन की मांग करते हैं, या कहें कि ठेकेदार को उक्त समाप्त निविदा के बदले रिश्वत देनी पड़ती है?

#Railwhispers की राय में – रेल अधिकारियों को इस प्रकार के आरोपों और इरिपा पदाधिकारियों के दुर्भावनापूर्ण व्यवहार का गंभीरतापूर्वक संज्ञान लेना चाहिए और रेलवे को किसी भी प्रकार के वित्तीय/राजनीतिक/किसी भी ठेकेदार/ठेकेदार संघ के दबाव में न आकर इरिपा पदाधिकारियों को किसी भी व्यक्तिगत अनुबंध या मीटिंग अथवा कमेटी में शामिल नहीं करना चाहिए।

जबकि इरिपा को भी यह बताना चाहिए कि इरिपा यानि “इंडस रिफॉर्म्स इंफ्रास्ट्रक्चर प्रोवाइडर एसोसिएशन” से ये – “इंडियन रेलवे इंफ्रास्ट्रक्चर प्रोवाइडर एसोसिएशन” कैसे बनी? क्या इस नाम को रजिस्टर्ड कारवाने से पहले उन्होंने नियमों का पालन करते हुए रेलवे से अनुमति ली थी?

The real face of IRIPA

इरिपा पदाधिकारी अपनी संस्था के नाम में “इंडियन रेलवे” लगाकर रेल अधिकारियों को भ्रमित कर रहे हैं। इसके पीछे उनका निहित उद्देश्य क्या है? उन्हें यह भी स्पष्ट करना चाहिए।

इस बात की भी कानूनी जांच होनी चाहिए कि ये इरिपा के कुछ डीलर्स रेलवे बोर्ड में जो मीटिंग करते हैं, वह किसी अधिकारी से व्यक्तिगत स्तर पर करते हैं, या विभिन्न रेल संगठनों की तरह इनके लिए भी कोई मासिक बैठक या दिन तय है?

क्या रेलवे किसी संस्था को रेलवे ठेकेदारों का सबसे बड़ा संगठन मानती है? जबकि रेलवे के 16 जोनों में कम से कम छोटे-बड़े मिलाकर (सिविल इंजीनियरिंग, इलेक्ट्रिकल, एसएंडटी, कंस्ट्रक्शन, मैकेनिकल, स्टोर्स) 16000 ठेकेदार कार्यरत हैं। जबकि आईआरईपीएस और जेम पोर्टल पर पंजीकृत ठेकेदारों की संख्या तो कम से कम 25000 है। जबकि इरिपा के अधिकतर सदस्य फर्जी बताए गए हैं? या सरकारी निविदा कार्य बंद कर चुके हैं?

इरिपा की हर खबर में–हर बातचीत–व्यवहार में “Indus Reforms” के बजाय “Indian Railway” ही लिख–बोल कर पूरी व्यवस्था को गुमराह किया जाता है!

जिस एसोसिएशन के कुछ ही सदस्य हैं, उसे रेलवे के ठेकेदारों का सबसे बड़ा संगठन कहना क्या सही है? क्या यह संस्था और इसके कुछ डीलर्स अपने फायदे के लिए किसी मुख्य प्रशासनिक अधिकारी, मुख्य अभियंता, मंडल रेल प्रबंधक, रेलमंत्री के विरुद्ध जितनी मर्जी अनर्गल आरोप लगा लें कि फलाँ अधिकारी 1% कमीशन की जगह 2% कमीशन मांग रहा है? ऐसे अनर्गल और निराधार आरोप लगाने वाले इरिपा पदाधिकारियों को रेल प्रशासन क्यों पाल-पोष रहा है?

क्या इरिपा-रेलमंत्री से लेकर रेल अधिकारियों को बदनाम करने के लिए है? कभी रेल अधिकारियों पर रिश्वत का आरोप और कभी नए रेलमंत्री की मांग-मंच से! जबकि इरिपा का कोई अस्तित्व नहीं है, क्योंकि जिस संस्था ने आजतक कोई इनकम टैक्स फाइल नहीं किया, रजिस्ट्रार ऑफ सोसाइटीज को आजतक संस्था का कोई लेखा-जोखा नहीं सौंपा, जिन पर कैश में चंदा लेकर रिश्वत में बाँटने या गुलछर्रें उड़ाने का आरोप है, अधिकारियों पर निराधार आरोप लगाने वाली ऐसी संस्था के पदाधिकारियों को प्रश्रय देने के बजाय रेलमंत्री और रेल अधिकारियों को उन पर कड़ा एक्शन लेना चाहिए! यह कहना है सक्षम अधिकारियों का।

Which complaints #RailwayBoard is referring in this letter? Who are the stakeholders? Why the Names of authorities or chief engineers not mentioned in orders? Why Railway Board is making single #GCC for all zones, when there schedules are different? Someone is there who is favouring big contractors by making “khichadi” of rules and expanding policy corruption!

कुछ अधिकारियों का कहना है कि कार्यालयों में प्रवेश पर रेलवे बोर्ड और सभी जोनल रेलों को IRIPA पदाधिकारियों को प्रतिबंधित करना चाहिए।

जानकारों का कहना है कि अधिकारी और ठेकेदार क्यों ब्लैकमेल होते हैं, अगर वे कोई गलत काम नहीं करते? उनका कहना है कि “निर्माण सूत्र” के पिछले अंक में कुछ रेल अधिकारियों के खिलाफ इरिपा ने रिश्वत के आरोप लगाए, “निर्माण सूत्र” और इरिपा को इन आरोपों को साबित करना चाहिए, अन्यथा रेल प्रशासन इसके खिलाफ कार्यवाही करे!

उन्होंने कहा कि सिलीगुड़ी मीटिंग में इरिपा के पदाधिकारियों ने रेलमंत्री बदलने की जो बात कही थी, इसकी जांच होनी चाहिए।

रेल अधिकारियों का ये भी कहना है कि अगर ठेकेदारों से गलती हो गई या जानबूझकर भी गलती किया है, उनको शुरू में ही माफी मांग कर बोली क्षमता (बिड कैपेसिटी) में सुधार के लिए अनुरोध करना चाहिए था, लेकिन घमंड के कारण मीटिंग में इरिपा के पदाधिकारी ने रेल अधिकारी को धमाकाया और कोर्ट में गए, तो अब कमेटी बनाने का कोई वास्तविक कारण नहीं बनता। अब कोर्ट का फैसला सर्वोपरि होगा, और इस पर वे बोली क्षमता में गड़बड़ी की विजिलेंस से जांच करवा रहे हैं।

“Nirman Sutra, July-2024, page no. 35-36”: These photos are now on maximum #IndianRailways’ groups and some officers of #BarodaHouse and #CAO/Construction office told that IRIPA office bearers are making pressure to get illegal things from Railway officers which are not permitted as per #Tender conditions and #contract agreement, thus many officers are trying to get transfer from #NorthernRailway and some officers have got transfer already.

Officers are saying-

  1. Whether the #blacklisting is as per tender condition and #GCC?
  2. Whether #Contractor made mistake intentionally and from how many years?
  3. Whether contractor has feel sorry in written or create scene in railway offices by making pressure of senior officers or political leaders or of bribe?
  4. Whether senior officers obtained bribe for sort out the issues?
  5. Whether all Conditions are made as per IRIPA?
  6. Whether all contractors are in compulsion to obtain membership of IRIPA for sustainability?
  7. Whether IRIPA office bearers misuse the Association for personal benefits?
  8. Whether railway authorities had read the Constitution of IRIPA?
  9. Whether railway officers gave equal importance to other contractors’ Associations and make policies and decisions according to other Associations?
  10. Whether Retired officers & staff of railway are part of IRIPA?

Complaint against IRIPA: Big fraud in bidding capacity in Railways

Dear Sir/Madam,

Annual turnover and similar work in nature–Turnover of private firms like L&T, PNC, Tata Projects, AFCON, Dilip Buildcon, Hindustan Construction Company etc. are included by some of the #contractors during tender submission for technical and financial eligibility of contractors.

But only the works of #PSU, government, semi-government are visible i.e. work in hand and the works of private companies or private firms are not visible i.e. work in hands.

Giving incomplete #BidCapacity leads to railway works getting awarded on wrong credentials, then delaying the work and causing loss of crores of rupees to Railways in the form of #PVC.

  • IRIPA has not got any registration through Indian Railways
  • No income tax return is filled by IRIPA
  • IRIPA has misused the name of “Indian Railways” as IRIPA whose full form is “Indus Reforms Infrastructure Providers Association”, not “Indian Railways Infrastructure Provider Association”
  • Misuse of funds collected from members of IRIPA in cash, use of funds may come under PMLA
  • Heavy GST neutralization fraud has been done by this organisation
  • By malpractices some members of IRIPA have taken tenders
  • Crores of rupees collected by IRIPA in lieu of membership fees, donation, advertisement etc. There should be a track of all this money.

इरिपा के एक पदाधिकारी ने 2019 से 2023 के बीच हुए अधिकांश टेंडरों में रेल अधिकारियों पर दबाव बनाकर गलत तरीके से कई टेंडर ले लिए, इरिपा के एक पदाधिकारी ने राज्य सरकार के संयुक्त उपक्रमों और निष्पादन कार्यों के तहत कार्यों को छुपाया।

बोली क्षमता और उसका प्रबंधन:

2019 से 2023 तक बिड कैपेसिटी फॉर्मूले में IRIPA के एक पदाधिकारी ने धोखाधड़ी की है, क्या रेलवे अधिकारी करेंगे कार्रवाई? या फिर रेल अधिकारी इरिपा के फंड से मोटी रिश्वत खाकर आंखें बंद कर लेंगे?

इरिपा के पदाधिकारी खेल-खेल रहे हैं, अधिकारियों पर दबाव बनाकर गलत को सही साबित करने में लगे हुए हैं। टेंडर शर्तों को किनारे करके अधिकारियों को रिश्वत देना, सही को गलत करने में लगे इरिपा पदाधिकारी। क्या टेंडर शर्तों को दरकिनार करना, रेल अधिकारियों को रिश्वत देना, क्या गलत को सही साबित करना ठीक होगा?

Complaint regarding non-filing of income tax returns and fraud by “Indus Reforms Infrastructure Providers Association” (#IRIPA) well known as “Indian Railway Infrastructure Providers Association”

This is in continuation to the previous emails in which it was mentioned that IRIPA office bearers are doing GST neutralization scam.

The attached documents shows that in analysis of rates of #ServiceTax was included in the said items, so it is again suggested that the payments done under the head of #GST-neutralization must be recovered.

Many more #NS items prepared under different zones having service tax will be provided soon.
