Policy Corruption: Compromising with Safety of Train Operation and Maintenance

Due to vested interests, Research Design & Standard Organisation (#RDSO) has shamefully scrapped the previous #mandatory-requirement for performance evaluation before promoting #developmental-sources to #regular-approved status. This reckless decision has led to a rampant #proliferation of untested #Safety-items, putting the lives of #Passengers at grave risk.

What’s more, due to elimination of #performance-evaluation i.e without putting the items into practical use, the another connected existing condition of #evaluation of #warranty-failures has automatically become a cruel joke, as in the absence of putting such #Safety items in use, the question of any warrantee failures does not arise.

Such a #blatant-contradiction can be seen even by #blind-person, in pitched darkness from miles away. Despite relentless pleas from heads of #technical directorates to address this policy defect, the #DG and Special DG/VD have chosen silence, revealing their complicity in extending unwarranted favours to a select syndicate of developmental sources.

This blatant #disregard for #Safety and #accountability must be urgently addressed before more lives are needlessly endangered.

Since the beginning, the prevailing process in the #RDSO mandated that #developmental-vendors could attain “#Approved” status only upon successful performance evaluations of their products.

However, in September 2021, this critical mandatory requirement was unjustly eliminated to allegedly favour a specific firm, M/s #DynamicCable Jaipur. Consequently, developmental #vendors are getting upgraded without undergoing any performance evaluations.

This shift has led to the unchecked proliferation of untested safety items throughout the #Railway network, posing significant risks to both train #operations and #maintenance. Despite persistent appeals from various stakeholders, including the heads of #Technical-Directorates of #RDSO, urging the DG and Special-DG/VD to reinstate the previous #mandatory conditions to mitigate safety hazards, no action has been taken.

The copies of references from #PED/TI, #PED/RS, and #PED/S&T, available with #Railwhispers, which underscore the urgency of this matter. However, despite repeated pleas and representations from all quarters, the Special DG/VD has remained inactive since August 2023, failing to take any action.

It is requested to all concerned authorities to #restore the previous mandatory condition of performance evaluation to prevent irreversible harm to the safety of passengers.

A #PolicyScandal in #Railways, echoing the Delhi Liquor Policy Scam, has emerged, revealing some #corrupt officers in the #RailwayBoard colluding with a #Firm to craft a tailor-made #eligibility-conditions to suit a single particular firm for #turnkey-contracts on #coach-furnishing.

When exposed, they begrudgingly suggested #Policy changes, betraying guilt. However, dismantling this #criminal-nexus proves challenging, as a month-long inaction by Board Member (#MTRS) on those recommendations speaks volumes.
