GST consultant of Northeast Frontier Railway Headquarters, from M/s Rao & Emmar Chartered accountants firm is a highly corrupt chartered accountant. He neither visits division or field offices and is receiving a sitting fee from the railway sitting at his office.

A lot of complaints have already been filed including the above concerned contractor against him till date with the vigilance department and Northeast Frontier Railway, but no action has been taken against anyone till date.
The Vigilance department of N. F. Railway is sleeping in their chamber enjoying the bribe from all the tenders being floated by N. F. Railway Headquarter, said a contractor in the main to #Railwhispers. He says, “GST consultant keeps on returning the bills many times till the contractors offer him a bribe to clear the bill. We have come to know that his appointment in NF Railway is also not valid and he has been awarded tender despite being a non-eligible tender by N. F. Railway officials only to spread corruption in NFR”.

In the recording a GST consultant from Rao & Emmar accepts that he needs to show the claim to other officials of N.F. Railway unofficially before passing it who are also engaged in his corrupt practises.
In his mail, he writes, “It is also evident from the recording that he shares the bribe amount with the officials and Vigilance of NFR for passing the bill. The officials related to appointment of GST Consultant are PFA, CAO-2, FA&CAO/WST, DyFA&CAO/Traffic and SrAFA/Traffic who have alloted the tender and are looking after the working of the GST matters”.
He writes, DyFA&CAO/Traffic and SrAFA/Traffic and are the middleman between railway officials and GST consultants. Claiming our legitimate claims and bills is impossible without paying bribes. It has become a regular practice of GST consultants to return the bill and the officials in the division asked to contact him directly to get the bill passed.
He is also demanding money for the claim of change of GST rate from 12% to 18%. His tender shall be terminated with immediate effect and a letter should also be written to ICAI by NFR to take some action against such a corrupt chartered accountants firm.
In the recording it can be heard that he is calling the contractor to his office to discuss the bribe amount and clear the bill.
Recently Vigilance awareness Week was celebrated all over Indian Railways including N.F. Railway in which our Hon’ble PM gave a long speech to prevent corruption from the Indian system. All these false promises and pledges with full fanfare were observed in NF Railway also. In all these presentations and awareness week and pledges it seemed that crocodiles are talking about vegetarian food.
In NFR Construction also no bills are passed without polishing the hands of the officers and the GST consultant. NFR Construction, administration department despite knowing all those corrupt activities of the GST consultant remained silent and the same is happening in NF Railway headquarters also.
A 360┬░ review and overhauling needs to be urgently done by GM/NFR by suspending these GST consultants and taking disciplinary action against chartered accountants and railway officials, who appointed them. Corruption in NFR has defeated the COVID-19 epidemic and the Railway Board and GM/NFR need to immediately develop a vaccine to cure this disease of corruption in GST cases.
Previously also one recording came to the notice of the officials of Northeast Frontier Railway Construction via the #Railwhispers but the action has only been taken for termination of contract of GST consultant and simply transfer of FA&CAO/C who was posted there from long time.
Above are the two attached samples recording of conversation between the GST consultant of NFR and a petty contractor of NFR. The GST consultants of NFR HQ are on a hunting mission asking prey to provide for their hunger. And GST consultants in turn will feed other corrupt and hungry vulture officials of NF Railway.
Hon’ble Railway Minister and General Manager/NFR may please look into the matter seriously as corruption is not coming to an end in the Railways.
With all above all corruption, problems and procedures, also an inquiry should be initiated whether GST reimbursement done by some Zonal Railways after 2017 was deposited by the contractor or not? A case may be – Contractors take input credit and also receive cash GST from Railway after 2017.
It is also important to note why to engage GST consultants from outside? Why didn’t Railway train all his ‘Muneems’ in GST procedure in the reputed institutions? In the present contract system Crores of government revenue is lost by the Nexus between Accounts officials and so-called GST consultants, and the harassment of contractors is reached in the sky.
