Comfort Vs Safety, which one should get priority?

Repeated reporting about use of highly toxic PU Foam in Passenger coaches, and thereby, putting the life of traveling passengers to heavy risk has awakened the policy makers of Indian Railways sitting in Railway Board albeit with a great reluctance and with considerable delay.
They have now formed a 4 members committee to examine the issue.

However, in the meanwhile, pending Committee’s recommendations, Production Units continue to procure and proliferate highly toxic PU Foam on large scale under pressure from private vendors who are operating in nexus with few greedy officials of Indian Railways.
This is deliberate. Why not to wait for Committee’s recommendation before undertaking any purchase?
Recently, after formation of the Committee, RCF has finalized a big tender of approx. 70 Crores of seats and berths of PU Foam. They did it hurriedly under pressure from private vendors or some greedy Board officials.
Let Indian Railways to decide –
1. Until committee submit its recommendations, all procurement of PU Foam should be kept in abeyance.
2. Whether any material (not alone PU Foam) having toxicity index of more than 7 as per NCD-1409, is toxic or not???
3. While all other furnishing items have been left out and being tested as per NCD-1409 why only PU Foam is singled out for different standard?
4. Whether in the name of EN standard, can we proliferate any toxic material?
5. Comfort Vs Safety.. which one should get priority?
6. Sample of PU Foam from Garib Rath Coaches turned out to be taken out and tested for toxicity. Truth will be shocking.
