Now it is for the present kind hearted DG/RPF to look into the impact of Directive-32 on the working as well as personal conditions of RPF Staff and render possible relief to them
The provisions on transfer and posting in detail have already been enumerated in RPF Rules, 1987. Only the tenure of the RPF staff at posts and outposts need to be added in the RPF Rules without resorting to frequent amendments of Standing Orders/Directives but it has been a practice now that almost every DG/RPF has interfered with the transfer policy at his whim and fancy without assigning any valid reasons.
Such frequent changes in transfer policy for RPF personnel have created a sense of insecurity amongst them and adversely affected their efficiency, stability, children’s education and financial restrain.
The Railway Board also vide its letter no. E(NG)I-2009/TR/7 dated 03.04.2012 formulated a comprehensive transfer policy in which it is mentioned that to avoid large scale dislocation of the staff as far as possible, periodical transfers may be affected without involving a change of residence & accommodating them in the same urban agglomeration.
However, this provision has not been taken into consideration while revising Directive-32 by the then DG/RPF vide letter no.2014/Sec(Spl)/12 dated 28.12.2017 although RPF as per section 10 of RPF Act, 1987 and Section 2(34) of Railway Act, are Railway servants for all purposes.
In the revised Directive-32 provision was made to allow them to stay a maximum of 10 years at a stretch and 15 years in broken spells in cities/towns.
This provision is harsh for the RPF personnel of the cities particularly metropolitan cities like Mumbai, Delhi, Kolkata, Chennai, Hyderabad, etc.
Since the All India RPF Association is invalidated from being operational there is no one to take up the matter of the hardship of RPF personnel facing due to the implementation of Directive-32.
Now it is for the present kind hearted DG/RPF to look into the impact of Directive-32 on the working as well as personal conditions of RPF Staff and render possible relief to them, and a kind reconsideration of possible servival of invalidated of All India RPF Association with the only working members of the force.
