Why the Secretary/Railway Board post isn’t filled properly since last 2 years?

There are more than 10 vacancies of AMs which is also not filled

Why a person of Electrical department is manning Jt. Secy/Confidential post?

Why HR Policies are not implemented properly?

Why CVC Guidelines are not implemented for each and every sensitive posts including Zonal Railway Vigilance?

The most interesting is non-posting of a proper person at the post of Secretary, Railway Board, which is though is a AM/GM level post but has not been filled for about 7-8 years.

Now with this state and for last two years independent person not posted.

Another posts is DG/HR, DG/Safety and DG/RHS, which have also not filled properly.

Similarly the 30 Additional Members (AMs) posts have never been filled fully.

Even today there are more than 10 vacancies of AMs which is not filled.

More are being vacant on GM filling as Arun Arora, Sanjiv Kishor, A. K. Agarwal etc are working as AMs.

In addition about 23% posts of Group ‘A’ officers are lying vacant.

Who is responsible for this loss of carriers of so many eligible officers?

Even in Group ‘B’, DPC of Mechanical Department is pending since 2016 & 2017, and for all the other departments, for 2018, 2019, 2020 and now even 2021.

Even HR policies of Ministry of Railways are totally in doldrums.

A person of Electrical department is manning Joint Secretary/Confidential post, meant for DPCs of Members, GMs, AMs and other DPCs, is a person nominated by ex CRB in interest of his cadre/electrical department.

Advisor Vigilance is also sitting more than the tenure but no one is taking cognizance.

The situation of DRMs and ADRMs is known to all as well.

If Ministry of Railways or Ministry of Personnel & Training or even PMO have any suitable justification, please clarify all the above points!
