CBI received information from reliable source has revealed corrupt and illegal activities of Anil Kumar, CE [Chief Engineer, Construction/S, ECR [East Central Railway], Patna, Amit Gupta, Dy.CE [Previously being posted as Deputy Chief Engineer Construction, ECR, Dehri-On-Sone], Sambhu, AEN, ECR, Dehri-On-Sone, Jainendra, SSE, ECR, Dehri-On-Sone, Raju, SSE, ECR, Dehri-On-Sone and other sub-ordinate officers of ECR at Dehri-On-Sone in conspiracy with private contractor Shri Harendra Singh, CMD, Dhiraj Virmani, Sr. GM, Anoop Singh, GM, Gaurav Kushwaha, AGM,and Akash Patra, Accountant, all of M/s H.G. Infra Engineering Ltd., are indulging in corrupt and illegal activities of giving and obtaining bribe money i n lieu of undue advantages t o the private contractors in the matters of clearing of inflated bills, Measurement Books, PVC [Price Variation Clause] and turning a blind eye to the usage o f inferior quality construction materials by the company thereby causing wrongful gain to themselves and the company and corresponding huge consequential wrongful loss to the Union exchequer.
Information reveals that M/s HG Infra Engineering Ltd is executing various Railway Construction work in ECR which includes Construction of double line track (3rd & 4th line) formation including earth work, blanketing, minor bridges, major bridges, electrification works, and other miscellaneous works for 32.5 T axle load including Electrical TRD (2×25 KV) i n Gaya-Son Nagar section (in between DECC CH:225.300 (IR CH:475.200) to DFCC CH:292.175 (IR CH:542.075)) in DDU Division of ECR and various other works related to Railway Construction at different sections of ECR.
It is also revealed that M/s H G Infra Engineering Ltd (HG Infra) would be obtaining undue benefits by making inflated R A Bills and using substandard items in the construction work.
It is learnt that the above-mentioned public servants are in contact with Anoop Singh, Dhiraj Virmani, and Gaurav Kushwaha and have been extending undue favour to H G Infra i n lieu of illegal gratification. It is further learnt that these public servants have permitted the use of liners of substandard specifications, which may result in compromised construction quality in certain sections of the ongoing works being executed by H G Infra. It is also learnt that Anil Kumar, CE, has indirectly accorded approval for the use of such liners through the notesheet. Further, Sambhu has informed Anoop Singh that, pursuant to the approval granted by Anil Kumar for the use of liners, the Dy. CE, AEN, and SSE would be the final authorities to permit their use at site.
Information discloses that on one occasion, Jainendra demanded illegal gratification for himself and the Dy. CE from a different contractor, and on another occasion, he facilitated the delivery of bribe money to the AEN (namely one Shreyas).
Information discloses that on one occasion, Raju requested Gaurav Kushwaha to extend undue favour to him in connection with facilitating the processing of the current Running Account (RA) bill of HG Infra.
Information discloses that on one occasion Anoop Singh informed Dhiraj Virmani that the bribe share of the Public Servants o f ECR is pending from the last two months and needs to be cleared to which Dhiraj Virmani assured Anoop Singh that it will be cleared shortly.
Information further discloses that on 07-01-2026, Akash Patra informed Gaurav Kushwaha that he had send him an Excel File with Bribe Calculation of different Public Servants o f ECR, Construction, Dehri-On-Sone including Chief Engineer, Dy. Chief Engineer, SSE and Accounts Department o f ECR for the RA Bills. Further,Gaurav Kushwaha told Akash Patra that once the Bribe Funds will come bribe share of AEN will be cleared o n first priority.
Information further discloses that the bribe share of Chief Engineer as 4.45 (Presumably 4.45 Lakhs) and Dy. Chief Engineer as 8.5 (Presumably 8.5 Lakhs). It is further learnt that total Bribe Funds needed to clear the Bribe Share of the above-mentioned Public Servants as 32 (Presumably 32 Lakhs) approx.
Information further discloses that on various occasions Shri Anoop Singh and Gaurav Kushwaha have pursued the Bribe Funds from the Head Office of H G Infra.
Information further discloses that o n 18.01.2026, Dhiraj Virmani informed Anoop Singh that Anil Kumar had sought a meeting with him. Virmani further conveyed that he had assured Anil Kumar that his dues would b e cleared by 20.01.2026. It is also learnt that Dhiraj Virmani informed Anoop Singh that approval o f the Chairman (Harendra Singh) had been obtained on the notesheet for bribe funds amounting to 4.5 k g (presumably Rs. 4.5 lakh), while approval for bribe funds of 30 (presumably Rs. 30 lakh) was still pending with the Chairman. Dhiraj Virmani further stated that Anoop Singh would receive Rs 30 lakh as bribe funds within 2-3 days and Rs 4.5 lakh on 19.01.2026.
Information further discloses that on 18.01.2026, Dhiraj Virmani instructed Anoop Singh to deliver the bribe share meant for Anil Kumar after receipt of the bribe funds amounting to 4.5 (presumably Rs 4.5 lakh).
Information discloses that on 20-01-2026, Akash Patra on the instruction of Anoop Singh visited Gaya for the collection of Bribe Funds and after its collection he visited Accounts Department, ECR, Mahendru Office, Patna. Akash Patra informed one Imran Ahmad that he had delivered the bribe share of public servants o f Accounts Department at ECR, Mahendru Office, Patna.
Information further discloses that on 20-01-2026, Akash Patra informed his wife that after returning home he has to make packet of 9 or 10 Lakh and Gaurav Kushwaha will go to Patna with the packet.
Information further discloses that on 20-01-2026, Anoop Singh told Gaurav Kushwaha that he will message him something and asked him to delete the message after reading it. Anoop Singh told Gaurav Kushwaha to talk to Akash Patra and instructed him to bring it (Presumably Bribe Packet) tomorrow.
Information further discloses that on 20-01-2026, Anoop Singh instructed Gaurav Kushwaha to talk to Akash Patra and collect it (Presumably Bribe) from him and come to Patna on 21-01-2026.
It is learnt that on 21-01-2026, Akash Patra handed over the bribe money to Gaurav Kushäwaha and further told Gaurav Kushwaha to inform Anoop Singh that he had handed over the bribe share of the official of Accounts Department, ECR, Patna yesterday.
Information further discloses that on 21-01-2026, on being asked by Anoop Singh, Gaurav Kushwaha informed Anoop Singh that he has received 2 (Two) Packets (Presumably Bribe) from Akash Patra and further informed Anoop Singh that one packet is for CE (Presumably Anil Kumar) and one for other public servant o f ECR (Not Known).
It is further learnt from the source that the above said Bribe Share of above-mentioned public servants may be delivered by Anoop Singh to them shortly.
