It is reliably learnt that Ankush Wasan, Divisional Personnel Officer (#IRPS2018 batch), Western Railway, Vadodara; Sanjay Kumar Tiwari, Sr. Divisional Operations Manager, Churchgate, Western Railways, Mumbai (previously posted as Deputy Operations Manager, Western Railway at Vadodara); Neeraj Sinha, Station Supdt; Mukesh Meena, Private person, Anand, Gujarat and other officials of Western Railways, Vadodara are involved in corrupt and illegal activities. The aforementioned officials, possibly aided and abetted by others, are collecting money from candidates who appear in Railway departmental examinations by promising them positive selection outcomes.

It has been reliably learnt that on 13.02.2025, Ankush Wasan directed Sanjay Kumar Tiwari to compile a list of at least ten candidates who would be willing to pay bribes for selection in an upcoming Limited Department Examination to be organized by Western Railway. Ankush Wasan also instructed S. K. Tiwari to contact Mukesh Meena to gain an idea of how many such candidates were available and to collect bribes from them. Thereafter, in furtherance of the conspiracy hatched, Sanjay Kumar Tiwari enquired with Mukesh Meena about interested candidates. Mukesh Meena informed that he has already collected bribes from five such candidates.

They agreed that the collected bribe would be handed over to S. K. Tiwari directly by Mukesh Meena in person, without involving an intermediary. Mukesh Meena added that he would be in Anand on the next Monday. Immediately afterwards a discussion was held between Ankush Wasan and Sh. S. K. Tiwari, in which Sh. Ankush Wasan directed S. K. Tiwari to collect the illicit cash from Mukesh Meena on Monday, i.e. 17.02.2025, when Mukesh Meena arrived in Anand. It was also learnt that on 13.02.2025 Neeraj Sinha informed Sanjay Kumar Tiwari that he had arranged four candidates willing to pay for selection.

However the money from only three candidates had been collected thus far and the remaining candidate was expected to deliver the agreed upon amount on 14.02.2025.

It has been further learnt that on 14.02.2025, Mukesh Meena informed Sanjay Kumar Tiwari that certain other individuals were also promising to assist the candidates with their selection and the charges being quoted for selection including medical examination were around 4-5 lakh.

It has been further learnt that on 17.02.2025, following a meeting between Ankush Wasan and Sanjay Tiwari at the latter’s residence, Tiwari contacted Rajendra Ladla, proprietor, Dhanraj Jewellers, Alkapuri, Vadodara. Tiwari enquired if it would be possible for one of his friends to purchase around 400 grams of gold in lieu of cash, without generating any invoice. Rajendra Ladla assured him that a transaction of such a nature would indeed be possible.

It has been further learnt that on 18.02.2025, Sanjay Tiwari met Mukesh Meena in Anand, Gujarat and collected cash from him as motive to fraudulently arrange the selection of five candidates whom Mukesh Meena was representing.
