Western Railway: Harassment of employee and his family by autocratic officer due to indolent GM
How much can a lowly officer misuse his authority, how he harasses his subordinate employee and his family, the employee appeals from the GM to all the concerned officers, but he does not get justice. The circumstances show that the higher authorities made every effort to save the guilty officer. By showing fear of his political connections, the officer not only puts pressure on the employee to remain silent but also intimidates the police. The entire administrative system of Western Railway has disintegrated, due to which some officers have become autocratic. See the complete case sequentially-
On 1st of March Friday, #AbhayKKhalane, OS/M&E, Personnel Department, #WesternRailway reached office early at 8.30 AM because his childтАЩs health concern and wanted to leave office early, and he had informed about the same to his office in charge – #DyCPO/R&T #RiteshRanjan.
After sometime at around 10.20 am he received a call from his wife and she told him that at about 9.45 am two men have forcefully entered railway residence without taking any permission or disclosing their Identity, and they used criminal force, taking her pictures and forcibly holding her hand and did objectionable things such as pushing and touching her shoulder which caused outrage of her modesty and further took some house hold pictures from mobile phone. While enquiring with them who they are, they were indecent and loud. On her frequent request to them about why they are at her place, they again pushed her by touching her body which was very much objectionable.
She also told him that she was shocked and prayed to them to please move out of house. After clicking the photographs, one person approached and called to someone and ordered her to talk to him. He had handed over his mobile to her saying that тАЬye lo baat karo, DyCPO/R&T Ritesh Ranjan from Churchgate sahib baat karna chahte haiтАЭ. He then asked me several questions like тАЬAap Abhay ki wife ho kya? Aapke ghar me kaun-kaun hai? Aapka aur Abhay ka sambandh kaisa hai? Aap Pune jane wali ho kya?тАЭ Upon hearing this, she was shocked and unable to think as to why and how an officer can approach to her at home like this and how can talk to her and ask such personal questions? After that she started requesting them to please get out of her house. She and her daughter started crying in shock and fear because of their indecent actions.
Abhay was shocked and scared very much, then he approached office in charge – DyCPO/R&T – for permitting him to go home immediately. However, it was learned that DyCPO/R&T himself had sent those men to his Railway quarters at Matunga Road Mumbai. He did not allow him to go home even after telling him about the incident occurred at home. Also, he threatened him to keep quiet about the incident or else he will cause damage to his career and he said that he has many high level contacts with IAS, IPS, and Politicians etc. He relived him after office hrs. i.e. 6.30 pm. Upon reaching home, his wife was in complete shock and she told him that the officials had entered the house and approached her and spoke in highly unparliamentarily language without introducing themselves and with no reasons.
She was deeply shocked seeing such unparliamentary behavior against her and family for no apparent reason and he feels that officer in charge, DyCPO/R&T is finding some or the other reason to torture and harass him mentally without any suitable reasons. He have never misbehaved with the officer in charge and all the work assigned to him has been completed in time. Presently, also the officer is harassing him by calling in his chamber and thrashing and scolding. There by trying to instill fair and anxiety, this is resulting in his moral degradation and in discharging his official duties.
His wife had decided to file a #FIR against the person who had intruded his house, however, he convinced her that let him first talk to his superiors because he is senior official. After that it was holiday for Saturday and Sunday so he complained on Monday, 5th March to the #PCPO and #CPO/Adm about the incident.
PCPO sought forgiveness from him and his wife for the entire incident. They promised to take appropriate action against the culprits. However after a week still there was no any action taken and justice was not given to him and his family.
Then Abhay K. Khalane gave a written complain to #GMWR, #PCPO, #DyCPO/Welfare, still no action was taken.
After few days he had received images through WhatsApp from #MakarandBhagwat OS/E/Engg in which current DyCPO/R&T is seen with some MPs/MLs/Politicians/Officers. Makarand Bhagwat told him in person that Mrs. #SmitaKulkarni, Chief OS/E/R&T had told him in a threatening way and asked him to convey him to stop making complaints against DyCPO/R&T, and told that he has high level contacts with MPтАЩs/MLAтАЩs and senior officers. Due to this situation prevailing around, he was under tremendous pressure and also having impacts on his mental, physical health. His wife is asking him daily as to what has happened to her #complaint made to the highest authority of Western Railway and when she will get justice.
The incident was informed to the higher ups of Railway Authorities Western Railway and his subordinates by him through written complaint however till date no fruitful action has been initiated and no justice have been given. It is surprising for that though two and a half months have been passed; still there has been no outcome or any action taken by the Western Railway administration on the complaints given in the month of March-2024 in such a grave incident. In the meantime without any action PCPO retired on 30th April, 2024.
Finally when they were not getting justice from anywhere and nobody was supporting them, instead the kingpin DyCPO/R&T Ritesh Ranjan still trying to threaten him on his job and further progressions in his career so his wife decided to lodge complain to Mumbai Police commissioner, Chief Minister of Maharashtra, Home Minister of Maharashtra. Then finally Shahu Nagar Police station called statements from his wife, which she submitted.
To cease this type of harassment, his most humble request is to arrange to investigate this matter and deliver fair justice.
When #Railwhispers talked to the accused officer DyCPO/R&T Ritesh Ranjan on his mobile about the entire above incident, the first thing he said who has told you? When he was told that it was not necessary to tell this, you should tell your side as to what is the matter? On this he said that the matter is not as you are being told. Then he was told that that is why you are being asked what is the real matter? On this he said that some things cannot be told over the phone. After that he also said that you can also talk to the Welfare Inspector, but you can talk to him only by meeting him personally. On this he was told that our duty has been completed and it is not necessary to meet everyone!
