PM’s dream of “Make-in-India” turning out to be “Fake-in-India” by Indian Railway Telecom Unit

#Chinese IP-MPLS OEM’s are trying to enter into Indian Market through their Indian agents/dealers – claiming to be Indian manufacturer under Make in India Policy – and #Telecom In-charge like #ED/Tele seating in #RailwayBoard, #RDSO and some of Railway #PSUs are giving them full support.

IP-MPLS router will be used to form a crucial backbone for various important services of #IndianRailways like #IP based #voice and #data communication network and also #signalling #Safety items like Electronic Interlocking, KAVACH, Data logger, Block, BPAC etc that will be integrated over IP-MPLS Network.

Few points for contemplation which go unanswered:

  1. RDSO has issued revised (Rev.2) TAN for IP-MPLS with major #modification in technical #specification of #LER IP-MPLS Router which has ruled out participation of major and trusted #OEM’s having decades of experience in this field, this modification is absolutely difficult to understand as to are this an actual technical requirements as mentioned in #specifications or just framed to support #Chinese_OEM’s and kick the reputed brand like #Cisco, #Nokia etc out.
  2. It’s a known fact that #Indian agents who are white labelling #Chinese Make IP-MPLS routers have been issued a whooping Rs. 60 crores + Order by #RAILTEL without taking efforts to find out about their past performance, whereabouts of their #manufacturing unit and #authenticity of Make In India label that they falsely claim.
  3. IP-MPLS technology is a very fast but at the same time very complex technology to deliver various #IP based services to end user and it’s been there in the use from more than a decade. Its astonishing to know, that these so-called Make in India #OEM till date have not supplied one single unit in the open market, how can #RailwayBoard’s S&T Unit influence #RAILTEL and Other #ZonalRailways to vouch for these company?
     
  4. What is more alarming is that, in case zonal offices demand past performance of these IP-MPLS router in #tender, they have been pressurized to discharge the tenders or remove the clause by Telecom unit seating in #RailwayBoard, threatening them and stating that it’s against #DPITT clause.

#Balasore mishap a huge #tragedy and a #stigma on #Railways lost 300+ life because of #SIGNAL operation failure and future it will be again repeated because of #TELECOM failures – If the above contractor-officer activity is unchecked!

Immediate action in this regard is expected from #RailwayBoard to avoid future #accidents.
