In a previous article titled, Modi-Sense Vs Sudheer-Sense – Your Pick Mr Rail Minister! Part-2, it was explained that replacing passenger trains with Vande Bharat trains is not only expensive, but also not in line with the needs of common passengers of Indian Railways.

The article included tweets from frustrated train passengers and argued that the focus on Vande Bharat trains by Rail Bhawan is financially wrong. The article also presented a graphic that showed that, “Sudheer Sense is about spending more to want less”.

This conclusion was reached by comparing the cost of Vande Bharat trains purchased at @Rs. 120 crore to the cost of producing similar trains in Indian Railways’ own factories using existing technology and vendor base. This brings out that Indian Railway spends Rs. 55 crore more to offer a 160 kmph service by overlooking available in-house options.

However, new developments suggest that there is something even more significant at play.

The revelation that these officers took orders from IREPS, continuing unchecked, raises significant concerns about the role of the CRB and MR Cell. Remember our apple to apple comparison in Part-2? Equivalent 160 kmph service can be delivered for Rs. 55 crore less with Indian Railway’s own platforms. Having succeeded, high EQ Advisor sir now launched a new scheme where Indian Railway will spend Rs. 100 crore more on a platform which will give the same 160 kmph service!!!

Indian Railway has already finalised the tender for purchasing 200 Vande Bharat trainsets of 160 kmph version @Rs. 120 crore per train set, which, by certain stretch of imagination can still be called a rational decision because Indian Railway is going to upgrade lot of routes to 160 kmph in next 3 years like Delhi-Mumbai, Delhi-Howrah. Though options with Indian Railway will cost Rs. 55 crore less to the taxpayer for the same service.

It is very strange and surprising to know that in above #tender, a consortium of #RVNL had quoted sensibly the reasonable price @Rs. 120 crore per trainset and won the bid, whereas the front runners quoted an exorbitant price of more than Rs. 160 crore per trainset in the same tender and lost the tender to L1.

How can one explain the near same price of above Rs. 160 crore quoted by these firms?

Now, nobody can understand the insanity of our high EQ Advisor’s undue haste and urgency in buying more Vande Bharat trainsets through a tender (for manufacturing in Sonipat factory) at an exorbitant bid price of over Rs. 168 crore per trainset?, specially when we are not going to have any 200 kmph tracks ready in the near future or even in the next 10-12 years.

Thus, the extra expenditure of Rs. 48 crore per train, will be totally infructuous, superfluous and unnecessary, and stinks of a mega scandal wherein the #Adviser is hell bent on mercilessly and cruelly squandering the precious and scarce government funds for the sake of, you know what !

The Railway Ministry is constitutionally obliged to tell the nation where these super-expensive fancy trains being bought at exorbitant prices (40% more expensive than the 160 kmph version) in the name of 200 kmph will be run?

Globally three countries have original technology for high speed – Japanese, French and Germans. It is not out of place to mention that in these tenders Japanese and Germans did not participate.

Here also one of the companies quoted very high rates and was confident of getting the order. Now, the company, i.e. Siemens, which foiled the attempts to increase Dahod locomotives’ prices, has not been participating in these tenders. This is despite the fact that Siemens was earlier showing interest in the Indian EMU market and High Speed. Company has a large manufacturing base in India.

It is rumoured that recently #RVNL is being hammered and senior officers humiliated in meetings at Rail Bhawan. People in the know say that #RVNL is being punished for producing a winning bid which has set a more realistic train set floor price. It was also heard in the corridors of #RailBhavan that now pressure has been made on #RVNL to fail the said tender by becoming a major partner! This topic will be covered in detail soon.

Also the absence of Siemens which set a very competitive floor price for future locomotive acquisition is also noticed keenly. We also mentioned that Siemens winning bid for Dahod’s 9000 hp locomotive has knocked bottom off from Advisor’s WAG12.

Question is, how can Rail Bhawan’s #Sudheer-Sense of getting less by spending more getting pardoned?

#Mafia called #KMG – the torch bearers of #Sudheer-Sense

For more than a year now, #RailwayBoard is totally under the evil spell of terror and fear of the dreaded #KMG mafia headed by the tenderman.

#Tenderman is ruling and controlling the Railway Board more than the Minister for Railways (#MR).

Despite having its own eyes and ears, Board is behaving like #Dhritrashtra and blindly following the dictates from #Tenderman. #Board_Members have also become totally subservient to tenderman, who hardly knows anything except Loco and trainset procurement, but have full say in the Railway Ministry on each and every subject such as infrastructure, commercial matters, operations, finance and budget despite not having any domain knowledge and experience on these subjects. Whole life, he has spent in Rail Bhawan, and therefore his word view and perspective is limited and for every problem, he has only one solution – Procure more and more wagons, Locos, Trainsets etc for the requirement of the next 15-20 years. Although he was appointed #Adviser in the name of ‘net zero’ only, instead of doing that he is doing everything else.
