Zero Tolerance Policy Against Corruption is a myth, it will never be achieved by India whoever leads the Nation!

Dear Sir,

I read out this above stated subject matter.

It is very unfortunate to write that the Railway Board Vigilance along with the Central Vigilance Commission (#CVC) is worthless, not even bothering the public grievance lodged in the Prime Minister’s Office (PMO).

#CVC and #PMO both act as post masters without directing the Ministry of Railway (Railway Board) for strict compliance within time limit.

I have acquired a bitter experience over these issues. Even emails are not acknowledged by any officials of CVC, CBI, CRB & CRB/CEO, EDPG or MR Cell etc.

Later Railway Board disposed of one of my PMOPG after eight and half months stating that “no irregularity observed” without going through grievance in detail.

If you are really interested in the issue I may describe in detail about the dual standard of the vigilance department.

This is the reality of the so-called “zero tolerance policy against corruption of government”. 

Now, I write down about the transfer-postings of vigilance officials. I sought RTI information through online portal vide letter no. MORLY/R/E/22/02130 dated 24.05.2022 to Railway Board.

Firstly, CPIO/RlyBd refused the information under section 7(9) of the RTI Act but after my 1st appeal FAA furnished the information of Railway Board only and informed me that the same was transferred to all zones & PUs without attaching the specified letter.

Here, it is to mention that Railway Board willfully didn’t transfer the said RTI to other CPIOs on digital mode (through online RTI portal).

Railway Board vigilance sent through an internal letter and for that reason I am unable to track or check the status online.

On receipt of Railway Board letter various zones & PUs furnished their RTI reply through post only but Metro, ICF, WAP & SERly were not furnished any reply where I know about SERly (being parent railway) that all most all vigilance inspectors were remained there years long (above 6 to 12 years) by complete violating all the CVC norms.

A summary based upon RTI replies attached herewith for ready reference.

Sir, “ZERO TOLERANCE POLICY AGAINST CORRUPTION is a myth and it will never be achieved by INDIA whoever leads the nation”.

Now, I come to the conclusion that one Modi can’t save INDIA from corruption which is rooted in our history and culture but a continuous collective effort may achieve a drastic improvement in “Corruption Perceptions Index” authenticated by Transparency International.
