Chief OS/Lumding Division, Northeast Frontier Railway caught red-handed with accepting Rs.30,000 bribe by the Vigilance

Vigilance Department Northeast Frontier Railway laid a trap and caught Pabitra Konwar who is posted as Chief Office superintendent Establishment with Lumding Division, NFR for allegedly demanding a “bribe” for regulation of official work. Vigilance Department laid a trap and caught the Mr prabitra Konwar while accepting bribe of Rs. 30000 (Rupees Thirty Thousand) from an employees. Vigilance Department registered a case against chief OS Prabitra Konwar.

Based upon complaint received at Vigilance department regarding a corrupt official – Pabitra Konwar, Chief OS/Estt/Lumding – who takes/demands bribe for disposing official works of the staffs, a trap case was conducted in the DRM office of Lumding Division, Northeast Frontier Railway on 16.06.2023.

Accordingly a team was formed as per instruction of SDGM & CVO/NFR, led by VO/Mechanical and AVO/Engineering along-with CVIs, a decoy and two independent witness.

The team arrived at the DRM office by 11:45 hours and as per planning the decoy who was provided with the GC notes approached the charged official and asked for clearance of his official papers. The charged official then demanded bribe from the decoy who was also the complainant.

The exchange of bribe money took place in the lavatory of the office which was witnessed by the independent witness, who thereafter signalled the vigilance team.

The vigilance officials then nabbed the Charged Official ChiefOS/Estt/Lumdind Division Pabitra Konwar red handed and produced him before his superior officer, in whose presence the bribe money (GC notes) were recovered from his possession.

The entire operation after nabbing Pabitra Konwar was conducted in the presence of two other witness of DRM office. The operation was therefore conducted successfully and necessary documentation work completed in this regard.
 
Earlier, NFR Vigilance conducted a decoy check on receipt of a complaint by a passenger at NHLN station on 30.04.2023 on the advice of SDGM & CVO/NFR. Reportedly a deal was finalized between Ticket Checking staff of NHLN with the complainant for releasing an unbooked pet dog, arrived at NHLN by Train No. 22412 Dt. 25.04.2023 for ₹2000/.

Accordingly the complainant has paid ₹1000/- on 25.04.23 to the on duty Ticket checking staff, Daya Shankar Singh, CTI/II/Rangiya Division at NHLN and the rest amount was to be paid on 30.04.2023.
 
As per planning the decoy was instructed to hand over the demanded amount of Rupees One thousand. Number of GC notes were depicted in Pre-Check memorandum. All the GC notes handed over to the Ticket checking staff by decoy was recovered from his possession in presence of 5 witnesses.
 
The concerned Ticket Checking staff Daya Shankar Singh CTI/II/RNY at NHLN has been placed under suspension on the advice of Vigilance/NFR.
