High level manipulation in tender is worth Rs. 238 Cr: Modus Operandi-1

The Hon’ble PM is sparing no effort and allocating the necessary budgets and resources to deepen Northest Frontier Railway connectivity within the region

The government wants to deepen the communication network for the labour force working in difficult terrains of the northeast region which is not only important for the train operation but also for the general public later on.

Going through the Tender no. IRCON/2046/S&T/Tunnel_Commu/TENDER/Sivok-Rangpo for “Design, Supply, Installation, Testing & Commissioning of Distributed Electronic Interlocking System confirming to Specification no. RDSO/SPN/192/2019 version 2.0 with latest amendments, at Riyang, Meli and Rangpo, controlled centrally from Rangpo; including all Indoor, Outdoor Signalling & Telecommunication works, including modern passenger amenities; and provision of Integrated Tunnel Communication System, consisting of Emergency Call & Service Telephone, CCTV, PA System, VHF Radio and Celular Communication System in Tunnels on Sivok-Rangpo section of Alipurduar Division of NF Railway”.

The above tender initially published on 18th July 2022 and the timing and contents of its corrigendum’s, it is evident that the tender bidding process did not follow Indian Railway’s General Condition of Contacts (GCC) 2022 and Department of Expenditure procurement guidelines.

GCC 2022 which is applicable to works contracts on Indian Railways clearly requires pre-bid conference to be conducted for tenders having advertised value of more than 50 crore. It must be investigated why no pre-bid meeting was done for this high value tender in spite of interested parties asking for it.

Not only this – Eligibility requirements for telecom OEMs were made stringent in the tender and further corrigendum were also issued for changing financial eligibility conditions which restricted other eligible OEMs to participate in the tender.

This is a clear violation of government procurement guidelines. To be continued….
