Special report on staff reporting non-genuine sick for want of leave

SrDOM/Salem reported to SDGM for vigilance enquiry against bogus sick cases.

As per report, Rs 2000 for one sick leave by CMS/Salem

No periodical transfer for doctors, it should be made sensitive post

Salem: It is noticed that a few railway employees including some of traffic staffs are reporting Railway sick and proceeding to native place fifteen or more days or roaming on tour and reporting back to duty with Railway fit certificate.

Division is facing of acute shortage of traffic staffs with 130 vacancies in Pointsman category and 34 vacancies in Station Masters. Non-genuine cases of sick badly effect safe train operations as staff are forced to over worked.

The following two cases are suspected to be non-genuine-

Case No. 1: Chetram Meena, SM/RASP reported sick on 01.10.19 at Railway Hospital, Salem vide sick certificate no. 620876 but traveled to Chennai from Salem vide PNR no. 4717937770 in train no. 22638, sleeper class S9/12 and S10/63 (PTO No. 675977) and further proceeded to Jaipur from Chennai vide PNR no. 4508453596 on same day in train no. 12976 in 2nd AC (PTO No. 675974)..

The said employee carried out his return journey in 13.10.19 from Jaipur to Chennai by train no. 12968, PNR no. 2300905195 (PTO No. 675975) and from Chennai to Salem by train no. 22637 on 15.10.19, PNR no. 4464095643 (PTO No. 675978).

After returning from native place, he reported for duty on 16.10.19 with Railway fit certificate no. 620876 dated 15.10.19 obtained from Railway Hospital, Salem.

The said employee not followed any procedure (out patient) as per Railway rule. All relevant documents enclosed.

Case No. 2: Naveen Kumar, SM/MTDM, reported sick on 30.09.19 vide sick certificate no. 620973 dated 30.09.19 at Railway Hospital, Salem. During his sick period the said employee booked holiday home at Ooty from 01.10.19 to 03.10.19 (DPO allotment letter and copy of employees’ check in/check out register enclosed) and reported to duty on 09.10.19 with fit certificate no. 620873 dated 08.10.19.

During sick period the said employee not stayed at headquarters but roamed on personal tour. Necessary documents enclosed as a proof.

The above two cases are suspicious in nature as certificates are issued in violation of Railway rules.

Misuse of privileges in this manner leads to over working of other staff, violation of approved rosters and wastage of manpower.

Hence, it is requested your good office to kindly enquire the genuineness of these two cases of the sick and fit issued in the name of Railway doctors.

Above two cases are referred to SDGM/CVO of Southern Railway by Harikumar M., SrDOM/Salem for vigilance enquiry against the habitual staff and doctors concerned.

It is very fact that all divisions are facing acute shortage of the field staff who is even over burden after these type of bogus sick leaves but this is also fact that is also important for the staff who is facing heavy pressure because of extra work load. In this regard corruption is also involved and concerned vigilance enquiry must go on both side.

As per report, Rs 2000 for one sick leave taking by CMS/Salem who is more corrupt than his ‘Sanrakshak’ (union office bearers).

When asked, a question raised by a senior employee, ‘where we go for our leave? Leave deniel is a common thing in all division due to staff shortage. For essential category adequate staff is necessary. Here getting rest also is a problem’, he said.

उपरोक्त दोनों मामलों में ध्यान देने वाली सबसे महत्वपूर्ण बात यह है कि या तो स्टाफ को समुचित विश्राम नहीं मिलता अथवा उसकी व्यक्तिगत जिम्मेदारियों का निर्वहन सुचारू रूप से नहीं हो पाता, जो कि नब्बे प्रतिशत मामलों में सही है, यही वजह है कि स्टाफ को इस तरह का भ्रष्ट व्यवहार करने के लिए मजबूर होना पड़ता है। परंतु यह बात भी सही है कि रेलवे डॉक्टरों ने सिक-फिट को अपनी आदत बना लिया है। इसके अलावा नए-पुराने मेडिकल, डिकैटेगराइजेशन के लिए भी बिना पैसा दिए रेलवे अस्पतालों में काम नहीं होता। अपवाद स्वरूप ही को डॉक्टर किसी बीमार रेलकर्मी का मुफ्त सिक-फिट करता है, वह भी कुछ इस तरह कि जैसे वह उस पर भारी अहसान कर रहा होता है।

वस्तुत: डॉक्टर हों या रेल अधिकारी अथवा रेलकर्मी, किसी का भी एक निश्चित समय सीमा के बाद लंबी अवधि तक एक ही जगह जमे रहना भ्रष्टाचार को बढ़ावा देना है। फिर वह चाहे कितना ही काबिल और कार्यक्षम क्यों न हो! जिस तरह किसी के ‘ऊपर’ चले जाने से दुनिया की गतिविधियां बंद नहीं होतीं, ठीक उसी तरह किसी सरकारी कर्मचारी/अधिकारी अथवा डॉक्टर के दूसरे स्थान पर चले जाने से सरकारी कामकाज कभी नहीं रुकता। अतः पीरियोडिकल ट्रांसफर पालिसी सब पर समान रूप से लागू होनी चाहिए और रिक्तियों को भी भरा जाना चाहिए। तभी ऐसी चालबाजियों और भ्रष्ट गतिविधियों पर कुछ हद तक काबू पाया जा सकता है।
