Denial of Wages for the month of May 2020 to the employees by Mumbai Division, CRly.
NRMU has also taken this issue of denial of wages with GM/CR on behalf of many staff
After opening of the lockdown lot of railway employees are facing denial of wages of lockdown period. There is a much interest in the railways of many divisions and zones. Unions are fighting with administration to solve the problem.
“I have been denied 13 days wages in the month of May 2020, resulting in I getting salary of Rs 8029 only as against around 40,000, though in the Muster for the Month of May 2020, I have not been marked Absent, but still the Paysheet clerk at the behest of My Incharge S. P. Karnataki, CGS/NGSM deducted 13 days wages and the net result was I got only Rs. 8029/- as salary”, writes one of the employee Prakash R. Nagle, Head Goods Clerk, New Goods Shed Mulund to DRM, Mumbai Division, Central Railway.
He has written, My family consists of My wife, 2-Daughters and aged mother who is suffering from Malignant Cancer, in Backdrop of this how I will be able to make my ends meet. It is very difficult to run my family in such meager salary, I am the only earning member of my Family,.
Nagle writes, This happen due to the careless and Vindictive attitude of my Incharge Karnataki the paysheet clerk on his instance deducted my salary, whereas in advance I had informed Karnataki that I would not be able to attend office as I am under High Risk Group and suffering from chronic arthritis and uric acid with corona virus it would have had fatal effect on me.
Secondly my area Kalwa falls under Red Zone and furthermore, my office (NGSM) is only a ‘Cement Goods Depot’ which is not in essential service in this Corona epidemic. Also I informed my Incharge well in advance who himself advised me to take rest, but backstabbed me and Instigated the payclerk to deduct my salary, kindly requested to immediately grant my salary as my family is suffering, he said in his letter to DRM.
It is noted that the lot of employees have complained about the deduction of their salaries. Central Railway Administration has deducted his salary and there are many such cases.
Duduction of TPT allowance amount of the month of April as OP
It is observed that the TPT allowance amount for month of April of Ticket Checking Staff was deducted as OP from the salary of the month of May. But there is no such orders to deduct said amount, as it is a special case of epidemic due to Covid 19, writes All India OBC Railway Employees Association Divisional Secretary Rakesh Yadav to the Senior DPO, Mumbai Divn, CRly. on 30th May.
He writes, employees were always ready to come to office during the lockdown period.
Secondly, in the month of April, on the appeal of some officers and Depot in charge, several employees were appeared in the office during lockdown period.
But they were barred from signing the muster, saying that the matter had not yet been resolved.
In both of the above cases, no such guidelines were issued by the administration.
As a result, ticket checking staff is incurring heavy losses of TPT amount in this adverse condition.
Therefore, administration is requested to take corrective action on this issue and inform us from the administration’s point of view, said Yadav in his letter.
The same problem has been seen in the Track Machine department of Central Railway. Some staff of the department asked to give their leave application about their absentee in the lockdown period.
The message given by the concerned supervisor to the staff as under-
“All concerned supervisors and staff- Submit your leave applications for absentee period immediately with machine Inchargs remarks, only LAP & CL. Process for special pay sheet is in progress. Also leave applications send on WhatsApp are considered for the time being”.
National Railway Mazdoor Union (NRMU) has also taken this issue of denial of wages with the General Manager, Central Railway on behalf of many staff.
