High Level Manipulation In Tender Is Worth Rs. 238 Cr.: Modus Operandi-4
Hon’ble Minister for Railways is requested to immediately investigate these tender conditions and the technical parameters of the particular firm’s product-tunnel radio system!
The Indian Railway is providing tunnel radio equipment intentionally under huge gratification of PVLXL (Vista make). This equipment uses one fibre per equipment hence 60 extra fibre will be required if using this make equipment.
Whereas MAVEN (AE telecom the disqualified company in this Tender no. IRCON/2046/S&T/Tunnel Commu/TENDER/Sivok-Rangpo) is giving equipment which works on a single fibre for the complete section. Thus AMC cost for Railways using Vista system will be Rs. 150 x 30 fiber x 80km x 12 months = Annual loss of more than 43 lakhs.

Who will bear this loss? Why will RailTel have to pay higher OFC maintenance charges by this product when this particular company has manipulated the tender conditions requiring signalling eligibility conditions when 175 out of 238 is telecommunication work?
This same loss is faced nationwide works where this system is working especially in IRCON J&K tender which was awarded to RailTel and then CMD Puneet Chawala gave it back to back to this particular firm. Reasons known to all.
Hon’ble Minister for Railways is requested that he must stop his subordinate officers meeting with contractors and CMD/IRCON and especially CGM/S&T/IRCON from conducting such manipulation and immediately investigate this tender conditions and the technical parameters of the above particular firm’s product – tunnel radio system!
