Hon’ble Railway Minister,

We are aware that #Railwhispers and #RailSamachar is a platform which has the highest circulation amongst lakhs of railwaymen and their families with the general public. Thus, we see ourselves as part of this extended railway family. Daily several serving and retired railwaymen and their family members speak to our portal with affection.

As I wrote, I am aware of the limitations of top leadership given vastness of the organisation and legacy issues. Thus, instead of sensationalising news, when we get tip off, we mainly follow following two points-

• When we get a tip off of an irregularity, follow with our duty, we try to approach the concerned senior officer, inform him of the facts with a request to set the irregularity right and also to get their opinion. This is based on our inherent respect of officials and our appreciation of the fact that most of the officers and staff want to set the system right but do not get correct information in time.

• Once we are convinced that senior leadership is not interested in solving the problem for whatever reason, we break the news.

Ever since we ran the #KMG series, we have been very careful to maintain the delicate balance of our journalistic duty with sensationalism given the level of people involved. Before we broke the news of a phone of MR Cell used to give late night call on tender issue, we had spoken to a senior officer of MR Cell warning about the misuse of MR’s office. This was based on our respect for the young Railway Minister. I am worried that the kind of people he is surrounded with will affect his political career as the same people stumped his predecessors.

We have repeatedly requested the Hon’ble Minister and CRB sir to verify information we have brought out in a public forum. We have every time suggested that since we do not have access to official documents and proceedings on file, if our information is incorrect we will not just retract, we will publish the facts.

On #KMG series we have been approached by people with political, business, official background with specific requests not to name one particular individual. One person went to the extent of demanding removal of news stories where this person was named. My reply has been simple – is my information wrong? If it is not, then the hon’ble minister and CRB are being trapped by a certain group of people who have derailed three railway ministers before him.

Please Consider the following points-

1. Is it not a fact that certain officials have continued in decision making position across four ministers and five chairmen? Have they not been in the most critically influential positions?

2. When we published an irregular/illegal manner in which CVO/RDSO was appointed, immediately he was transferred out of RDSO in barely one year of being posted – without rebutting our news. The reason given is that this officer himself wanted to go back. What remained unanswered was how and why the public information that this officer was absconding and in private employment for several years suppressed to appoint him CVO of such a most sensitive unit as RDSO.

3. This could not have happened without a chain of officers suppressing information while putting the file to the CRB and the Minister. Who are they? Has CRB and PED/Vigilance ordered a probe? This is not an event which can be brushed aside so easily. Was this done to target officers who do not toe the line of #KMG?

4. When we raised the #SOS call, 20 DRMs were posted in just two days, by clearing a file and a list which was lying unattended for more than one year. In the process, emotional intelligence tests were also overlooked.

5. This test which was done by a company hired on single tender is represented in India by a person who is PHD guide of the advisor to the Minister. How much money was paid for these tests and how its non-use was justified? Why is #ISB always consistently chosen over #IIMs and #IITs for executive training of senior officers? Which institute does this guide sahab work with?

6. How was 360 degree review of CMD/NHSRCL was so much off the mark. Also, who suppressed CBI FIR while appointing MD/IRFC? In both cases serious embarrassment was caused to the railway ministry.

7. Further when we broke the news of FA&CAO/Construction of NF Railway’s misconduct, he was transferred in a few days. We hope that investigation into the nexus we exposed has been ordered by CRB and PED/Vigilance.

8. We also broke the news how IRTS in ECR is in tatters with a senior and a respected officer opting for VRS.

9. Also we informed the key rule of not posting an officer as CVO in a PSU he has handled in official capacity overlooked? This again was linked to the ECR traffic department.

10. We have been requesting for the rotation of senior officers, how is it wrong?

11. We also broke the news as how by manipulating differences between Stores and Works tenders, Indian Railways is being made to bleed. Why should this not be corrected as a system improvement?

12. There are many more such facts and credible inputs which have been brought to the notice of MR Cell and the concerned officials.

By the way, a Twitter handle created at the end of last month has posted a morphed document attacking me. Seen with the phone calls I received, people who have met me and the requests they made on the #KMG series and its protagonists point in one direction … ‘Khan Market Gang’ (KMG) is rattled.
