No Lessons Learnt!: Stay at luxury hotels and international travel by Senior Stores Officers by chanda money contributed by NER Stores Officers & Vendors

The recent arrest of #PCMM/#NER by the #CBI and the involvement of the #ED in the investigation has brought another blow to the #IRSS (#Stores department) of Indian Railways. This arrest of Mr. #PCJoshi, the PCMM/NER, marks the second time in recent memory that a serving PCMM has been arrested. This comes on top of a series of arrests of stores officers in WR/CR and elsewhere. We traced sudden increase in these incidents to the imbalance in the Schedule of Powers (#SOP) introduced by well-known Advisor during the tenure of Mr. #AKMital, who was also a stores officer. Advisor was then heading transformation directorate-which emerged as parallel board.
Furthermore, we have uncovered significant manipulations on an industrial scale in the transfer and postings of IRSS officers. #AtulGupta, #AshokKumar and #AjeetYadav have been identified as key players in this unethical game.

No Lessons Learnt-what does this brazenness mean?
#AtulGupta, ex-AM/RS, #RailwayBoard was known to enjoy lavish travels and stays. He has been followed by #PBNinawe as present #AMRS.
Mr. #PBNinave made official visit to #Gorakhpur and included spending weekend there. Instead of staying in #Saloon or in #ORH, he was hosted in five-star hotel #RadissonBlue. Sizeable contribution was collected from all officers to host their #AdditionalMember.
This was official stay in HQ of NER. For availing the #weekend party containing AM/RS P B Ninave, PCMM/NER Ajay Arora, CMM Chandra Paul, AMM Jitendra Gupta and with some other subordinates travelled to #Lumbini, #Nepal in three private Innovas.
Additionally, reports suggest that two suites were booked in hotel Pawan Palace, two suites were booked in hotel Radisson Blue, #cruise was booked at #RamgadhLake, with allegations of inappropriate entertainment provided for Mr. Ninave, further #tarnishing the integrity of the trip.
What is surprising is that Mr #AjayArora is successor to Mr #PCJoshi who was booked by #ED and #CBI very recently. Also, how can stores department of NER do such fund gathering exercise? #Railwhispers has been alerting #RailBhawan time and again, however, it seems, the #mandarins are hell bent to bring bad name to the government.

Further, to avail ex-India leave, which is prior #permission to cross boundary of the country there is a pro-forma prescribed by the #government which clearly asks the officer to give details of purpose, place to visit, expenditure expected and source of funds. How is that such a senior officer of Ministry is oblivious of these requirements?
Other intriguing facts are inexplicable transfers in NER
In a related development, the case of Mr. #SanjayTripathi adds another layer of complexity to the unfolding saga. His #transfer to #CLW on promotion, followed by a return to #NERailway within two years, raises questions about the motivations behind such movements. Reliable sources suggest that Sanjay Tripathi, along with #BCTripathi and #KaustubhMani, sponsored the entire trip to Lumbini in exchange for their transfers to NER. The estimated expenditure of almost ₹3 lakhs underscores the extent of the lavishness and extravagance associated with these arrangements, further eroding public confidence in the #integrity of the #bureaucracy.
Sh. Arora and Sh. Ninave were contacted over phone and message to clarify the same, but neither of them responded.
MR and CRB Must Act Visibly
The condition of the #Stores department is currently in a state of concern, largely due to the model Standard Operating Procedure (#SOP) implemented by #Tenderman #SudheerKumar, when he was the head of the so-called #transformation directorate, which is considered as parallel railway board. This has resulted in the Stores department having more #financial-power than even the #finance-department itself, with only 5-6 top officials (i.e. #PCMMs) having control over purchases amounting to almost ₹40,000 crore annually. This so-called model #SOP has been identified by #railway officers as a significant factor contributing to the recent increase in #Corruption cases within the #railways and particularly in Stores department, which are being investigated by central agencies.
This issue is further exacerbated by the lack of #rotational postings for officers, as promoted individuals are often stationed in the same #location or within the same #Railway-system. This has raised concerns that we have repeatedly brought to attention.

It is imperative that investigations into the alleged indiscretions of senior officials within the #Stores department are promptly initiated. The ongoing protection of Ashok Kumar by appointing him as the Chief Vigilance Officer (#CVO) of the Department of Telecommunications (#DOT), which falls under the supervision of Mr. #AshwiniVaishnaw, raises serious questions.

Hon’ble MR Mr. #Vaishnaw should conduct a thorough and honest review of the conduct of individuals such as #AshokKumar, #RKRai, and #RKJha to ensure that he is not inadvertently supporting individuals engaged in unethical practices.

If the reports coming from Gorakhpur are true, then #exemplary action like #56J should be immediately taken.
